IFR MEA bug when using altitude planning feature

Hi All,

I think I've found a bug when utilizing the altitude planning feature for an IFR flight plan.

How to reproduce:-

Create an IFR flight plan and drag your route to some victor airways where the MEA is reasonably high.
In my test, I choose KBNA - V140 - V384 - KTYS
Open the altitude planning feature and select IFR and press optimize with 'Multiple Altitudes' unchecked.
For me, on both the latest Android (10.3.60) and IOS versions (10.3.57), my altitude is set below the published MEA.
Now, if you check the 'Multiple Altitudes' box and select optimize again, the altitude is set above the MEA.
