I have a new iPad Air with only the wifi capability, no cellular. Have not had a chance to fly with it, but in the car I find that I'm only getting a weak signal registered through iFly and only some data is being displayed properly, such as distance to waypoint and the plane icon moving in the correct direction, although pointing the wrong way. Is this because I'm on the ground? I've mounted the iPad high up on the windshield, so it should have a clear signal. IFly on my iPhone works perfectly, of course I know it's getting help from cell towers. 

Do I need a supplemental GPS for the iPad? Is there so wrong with my iPad? Even when I step outside the car, out in the open, iFly reports only two green bars out of four for signal strength.

Also, how does iFly / iPad work with a plane's installed ADSB?

I'm pretty sure that iPad's without the cellular do not have GPS.  So that's why you can't get it to work.

If you have an ADS-B with GPS source, your iPad should connect to the ADS-B (via WiFi) and use the ADS-B's GPS source.

If you don't need/want ADS-B, you can get something like a Bad Elf GPS unit and plug that into your iPad in order to get a GPS stream.

(This is all off the top of my head and parts of it may not be correct.)

Yes, that is correct; you need an iPad with cellular capability, you just don't t activate it. Without cellular, you don't have built in gps.

But how is it that the iPad knows where it is? The plane icon moves in the same direction as I am going. And iFly detects a GPS signal (two bars).

Not a clue, but if I were you I'd download a GPS app from the App Store and see what it says.  Something like "GPS Diagnostic: Satellite Test".  If you load that, you'll know, for sure, whether you have GPS or not.  If you don't, then I've got no clue how it's showing 2 bars on "GPS Status".
