rendering speed can be user set.

on the face of it it would seem we'd all want it set as high/fast as possible.

Since you provide a range of settings for that, there must be some kind of trade off in setting that speed.

what's the story?

might I Want to use different settings on my iPad mini and my 740?

You should probably leave this setitng alone, unless you are having issues. It's really there as a failsafe in case as some units will consume too much CPU and turning down rendering can help.
