Thanks, will try that next time. If I'm picking up the ground station, where does the ground station get the targets, assuming we all shut off our transponders?

The airliners overhead and any traffic NOT heading to Oshkosh would still be transponding.  If a few of them were  ADS-B Out, they would be getting any traffic within their puck, and you too would be receiving all their pucks.

OK, I'm a little slow. The targets were all in the vicinity of Ripon (entry point to the Oshkosh VFR arrival procedure) where all transponders were to be shut off. Very few of us would have ADSB Out. Given that, how can I paint the multitude of targets when no one is transmitting anything? Or did no one read the NOTAM?

There are two ways you would paint targets.  One would be from airplanes with ADS-B out that you are picking up directly.  The other is from the ground station.  To receive from the ground station, you would have to be within the puck of another airplane who was broadcasting ADS-B out that activated the ground station.  It could have been an aircraft heading to or from OSH or just one flying by or overhead.

Wow, that's one ugly screenshot.  It's also not an iFly product, so if your question is specific to the EFB, you might want to pose the question in someone else's forum.  Otherwise, in reading the NOTAM on the EAA website, all I see mentioned about "30 miles" is to turn lights on within 30 miles of OSH/FLD/Appleton.  VFR arrivals are to turn transponders to Standby at or before Ripon (15 miles from KOSH).  VFR departures are to leave transponders on Standby until leaving OSH Class D (5 miles from KOSH), and IFR departures will all have transponder codes.  From your screenshot, it looks like everybody read the NOTAM and turned their transponders on outside Class D.  As Desert Flyer mentioned and the NOTAM alludes to, those with ADS-B Out have their ADS-B transponders automatically ON with the master or avionics switch.
