Exactly. Shot was taken by my GIB and is the same thing I saw on my 740; it is not EFB related.

Using the five mile ring around Green Bay as a guide, it appears that all of those aircraft are outside of Oshkosh class D airspace. Therefore, they are in compliance with the NOTAM for departures.
