TFR Display

Have a question and need a quick answer.
When, prior to going active, do TFRs appear?
There is a VIP TFR over Chicago tomorrow I must fly home into, but it is failing to show on my map. DC is there.
I have a couple iPad apps that have been showing it since Tues.
Anyone have an answer?
